Multicultural Community Orientation

A Multicultural Community Orientation took place at the International Service Center on May 14, 2025. This educational session, offered to 28 multicultural staff and refugee clients, focused on expanding awareness of workforce development opportunities and support services available throughout South-Central Pennsylvania.

Representing South-Central PA Works (SCPa Works) were Mr. Jesse McCree, Chief Executive Officer, and Mrs. Hillary Lyle, Director of Strategic Initiatives, who provided a comprehensive overview of regional workforce development, training programs, and employment pathways designed to serve both job seekers and employers.

NAWB Plenary Session – Facilitating Feedback From The Workforce Community

 

In March, Jesse McCree had the opportunity to present at the National Association of Workforce Boards (NAWB) Forum in Washington, D.C., during a plenary session focused on facilitating feedback from the workforce community. His presentation highlighted strategies for creating inclusive, responsive feedback channels that elevate the voices of job seekers, employers, and frontline workforce professionals. The session highlighted the importance of using both quantitative data and qualitative insights to inform workforce policy and program design, and shared examples of how community-driven feedback has shaped more effective and equitable service delivery. The session underscored the vital role of listening and responsiveness in building stronger, more adaptive workforce systems.

Virginia Workforce Symposium

In April, I presented at the first annual Virginia Workforce Symposium, where I spoke on the critical need for greater agility and innovation within the workforce system. The session explored how workforce boards and service providers can adapt more quickly to shifting labor market demands and emerging economic trends. I shared practical approaches for fostering a culture of continuous improvement, leveraging technology, and piloting new service delivery models to better meet the needs of both job seekers and employers, such as SCPa Works’ Community Access Points (CAP) sites, and how we are emphasizing the importance of building a workforce system that is both resilient and forward-looking.

Finding our “north star” in times of uncertainty

At a recent meeting I had with the Economic and Community Advisory Council for the Philadelphia Federal Reserve Bank, the group of community leaders noted the word “uncertainty” in almost every conversation: uncertainty about trade, the economy, and policy coming out of Washington, DC. The workforce and educational systems that we work so closely with in our region are not immune to these same challenges.

The early months of 2025 have brought considerable changes to the federal workforce development landscape:

• Executive orders and workforce programs changes – President Trump’s administration has issued numerous executive orders aimed at overhauling federal workforce development efforts. Notably, an executive order signed on April 23, 2025, focuses on preparing Americans for high-paying skilled trade jobs, emphasizing the expansion of registered apprenticeships and modernization of workforce programs The White House.

• WIOA reauthorization uncertainty – The reauthorization of the Workforce Innovation and Opportunity Act (WIOA) remains uncertain. While discussions are ongoing, the lack of clarity poses challenges for long-term planning and funding stability Community College Daily.

• Budgetary and appropriations uncertainty – The administration’s push for significant budget cuts across various federal programs raises concerns about potential reductions in workforce development funding, which could impact our operations and service delivery.

At the recent NAWB Forum conference in Washington DC last month, I spoke to the attendees about the amount of uncertainty surrounding our system – but also how that contrasts with the certainty that our system remains a powerful lever of economic mobility across the county.

Perhaps most importantly than ever, the public workforce system must look to be agile, bold, and creative in our ways of leading and serving job seekers and employers across our communities. In my address to the NAWB community, I shared my perspectives on what we will help guide our work during these times of uncertainty:

• Agility – In times of uncertainty, agility is not optional—it is essential. The workforce system must be nimble enough to respond to rapidly changing economic conditions, political shifts, and labor market disruptions. That means listening closely to employers, adapting quickly to the needs of job seekers, and reshaping programs to meet the moment with speed and precision.

• Boldness – Now is the time to be bold. We cannot afford to play it safe while the future of workforce funding and policy hangs in the balance. Boldness means fighting for the value of our work, speaking up with data and stories, and pushing forward with confidence in the face of ambiguity. It means investing in innovations that may not have a guaranteed return but have the potential to change lives and reshape communities.

• Creativity – Creativity will be our differentiator. As traditional models are questioned, we must reimagine how we deliver services, partner with industry, and empower people. From new apprenticeship models to tech-enabled career pathways, creative solutions are what will keep our workforce system not just relevant, but indispensable.

I remain optimistic that we can continue to find healthy ways to advocate for smart, innovative ways to improve the outcomes and success of the public workforce system. We need to continue to promote our work in driving economic mobility, leveraging our state and national partnerships, and tell our story to local and national elected officials. We ask you to join us in these efforts over the coming weeks and months during a critical time for our system.

Get Ready for our Summer Earn & Learn Program!

As we prepare to enter the summer months, we are excited to offer students an opportunity to gain valuable experience inthe workforce and build healthy workplace habits.

Now in its second year, our Summer EARN and Learn program continues to grow—and the interest has been incredible. We’ve received applications from over 700 individuals who are eager to participate and develop their professional skills.

We look forward to another successful summer of learning, growth, and opportunity!

EARN Update

ESL Classes have begun successfully for our refugee participants. This partnership with HACC has allowed us to bring the classes to the group free of charge. They are to successfully complete the program at the end of May. The HACC staff have been flexible and caring when it comes to assisting/teaching the EARN participants, even so that a mother who is attending the class had a little one, and one of the staff members is assisting with her child while she attends class.

OUT-OF-SCHOOL YOUTH SUCCESS STORY

Jaelyn, a driven participant in our Out-of-School Youth Program, is currently excelling in her paralegal training and thriving every step of the way. What began as a career exploration has quickly become a true calling. Through this training, Jaelyn has discovered a deep passion for the legal field and a clear vision for her future.

With bold plans ahead, Jaelyn will be relocating to Thailand after completing her training to continue her journey toward becoming a lawyer. This experience has not only sharpened her skills but also expanded her world in ways she never imagined. Watching Jaelyn grow and chase her dreams with such determination is nothing short of inspiring. The future is bright, and she’s just getting started!

WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) SUCCESS STORY

“When I first applied to PA Careerlink, I was working at a gas station near my apartment. My car, which was well worn, had become inoperable, so I was fortunate to be able to work within walking distance. Once I began to catch up on the bills that had accumulated during a prior period of unemployment, I became filled with hope again, and my mind turned towards a career with greater promise. I loved the idea of building things, and my complete ignorance of the construction trades made it more appealing to me in a wonderful way, as I was excited to appease my intellectual curiosity. I later learned about the Careerlink program online and applied, hoping to get access to training and employment opportunities.

After attending an information session, I interviewed, was accepted, and assigned a career advisor in the WIOA program. We narrowed my career interests to carpentry and masonry, but I quickly realized the gravity of my transportation barrier, so I withdrew from the program until I could figure things out. Once I had secured a reliable vehicle, I reapplied and was reassigned to my career advisor. We then set our focus on the path of carpentry, and she helped to refine my resume, and also connected me with the apprenticeship and training liaison.

The apprenticeship and training liaison directed me to sign up for an information session, after which I could apply to the United Brotherhood of Carpenters Central Division. The career advisor followed up with my progress bi-weekly and supported me with a recommendation letter for my interview with the union. The process was successful; I was given an offer, and I accepted, beginning my apprenticeship as a carpenter.”

EMPLOYMENT ADVANCEMENT & RETENTION NETWORK (EARN) SUCCESS STORY

We’d like to recognize the success of one of our dedicated team members, an Intake Specialist.

This individual enrolled in the EARN Program with a strong desire to improve job readiness. Through the program, they gained valuable skills such as filing and office organization, along with ongoing support from the EARN Team. After completing activity hours at PA CareerLink® and participating in community service, their potential was quickly recognized.

When a Career Advisor position became available, they applied and were successfully hired, demonstrating how the program and a positive mindset can lead to new opportunities. Over time, they transitioned into the role of Intake Coordinator, where they continue to excel.

Having been employed with Equus for over a year, this team member recently completed their year of retention in the EARN Program and continues to grow in their role.

TEMPORARY ASSISTANCE FOR NEEDY FAMILIES (TANF) SUCCESS STORY

A motivated TANF participant set out to pursue a career in the construction field. Although he faced a setback by not completing his initial round of pre-apprenticeship training due to attendance challenges, Weston remained committed to his goal.

With the continued encouragement and support of TDS, the participant seized the opportunity to attend a make-up class through the ABC Keystone Safety 360° pre-apprenticeship program, which he participated in through the Whole Home Repair Grant. Determined to make the most of his second chance, the participant successfully completed the training.

His hard work paid off—the participant earned a Certificate of Completion and received his OSHA-30 Hour Construction Safety and Health card, a vital credential that demonstrates his commitment to safety and readiness for the construction industry.

His journey is a powerful example of resilience and the impact of dedicated support. He was exited from the program with all services successfully completed and is now equipped to move forward and pursue a career in construction in the future after completing high school.

Congratulations to Our First T.I.D.E. Machine Operator Graduates!

We’re proud to announce the successful graduation of our first cohort of T.I.D.E. Machine Operator trainees — a major milestone for the future of defense manufacturing! These dedicated individuals have completed a rigorous 230-hour training program designed to prepare them to contribute directly to the strength and innovation of the U.S. Defense and Maritime Industrial Bases.

Through the Talent & Innovation Defense Ecosystem (T.I.D.E.) Project, trainees received hands-on instruction in:

  • Blueprint Reading
  • Geometric Dimensioning & Tolerancing (GD&T)
  • Cutting Tool Use and CNC Machining
  • Advanced Metrology and Measuring Instruments
  • Metallurgy and Tool Wear Management
  • Orthographic Views, Safety Protocols, and Quality Standards

This comprehensive program equips graduates with both the technical and defense-specific skills necessary to launch successful careers in high-demand manufacturing roles.

IT Industry Partnership

Exciting Grant Award Announcement: Strengthening Pennsylvania’s IT Workforce

We are thrilled to share that the South Central PA region has been selected to receive funding through the Supporting Pennsylvania’s IT Sector grant initiative, recently announced by Governor Shapiro’s Office. This important investment supports our continued efforts to build a stronger, more resilient IT workforce across the Commonwealth.

Award Details:

  • Recipient: SCPa Works
  • Amount: $399,896
  • Counties Served: Adams, Dauphin, Cumberland, Franklin, Perry, Juniata, Lancaster, Lebanon, and York

This grant will directly support the SCPa Cyber Defenders Apprenticeship Program, led by Harrisburg University in partnership with SCPa Works and the South Central NextGen IT Industry Partnership. The program is a strategic response to the growing demand for cybersecurity professionals in our region.

Through this initiative, a Registered Apprenticeship Program will be launched to provide hands-on, structured training designed to prepare participants for careers in cybersecurity. This approach ensures that local employers gain access to a pipeline of skilled, job-ready talent — and that apprentices receive the education and experience needed to thrive in a rapidly evolving industry.

We look forward to collaborating with regional partners, employers, and educators to make this initiative a success and expand opportunity across our communities.

Shapiro Administration Invests More Than $6.6 Million in Health Care | Department of Labor and Industry | Commonwealth of Pennsylvania

Economy Overview

  • As of 2024 the region’s population increased by 4.3% since 2019, growing by 62,857. The population is expected to increase by
    3.4% between 2024 and 2029, adding 51,413.
  • From 2019 to 2024, jobs increased by 0.3% in South Central PA Works from 736,922 to 738,772. This change fell short of the national growth rate of 3.9% by 3.6%. As the number of jobs increased, the labor force participation rate decreased from
    65.8% to 63.3% between 2019 and 2024.
  • Concerning educational attainment, 18.4% of the selected regions’ residents possess a Bachelor’s Degree (3.0% below the
    national average), and 9.2% hold an Associate’s Degree (0.2% above the national average).
  • The top three industries in 2024 are Restaurants and Other Eating Places, Warehousing and Storage, and Educaton and
    Hospitals (Local Government).

Job Posting Analytics

  • A total of 41,342 job postings with an average wage of $68,000 were posted among 3,994 employers
  • Average length of a job posting in the SCPa Region is 19 days
  • 25% of job postings over the past 90 days require no more than a High School Diploma or GED
  • 26% of job postings over the past 90 days require a Bachelor’s degree
  • 44% of job postings over the past 90 days require no more than 3 years of experience
  • Penn State Health, Wellspan Health, and The Commonwealth of PA are two of the region’s largest employers, and have posted the most job opportunities
