Entrepreneurship Contest Organization and Facilitation Services for Individuals Enrolled in the EARN Program

The South Central Workforce Investment Board (“SCPa Works”) is requesting quotes for qualified vendors or individuals to organize and facilitate an entrepreneurship contest aimed at individuals participating in the Employment Advancement Retention Network (EARN) program within the South Central PA region. The objective of this contest is to foster innovation, creativity, and entrepreneurial spirit among individuals and provide them with the opportunity to develop and present their business ideas as if seeking investment, similar to the format of Shark Tank. The contest aims to inspire and empower participants to conceptualize viable business models and potentially bring their ideas to fruition.

The South Central Workforce Investment Board (“SCPa Works”) is requesting quotes for qualified vendors or individuals to organize and facilitate an entrepreneurship contest aimed at the out-of-school youth population aged 18-24 within the South Central PA region, utilizing WIOA funds. The objective of this contest is to foster innovation, creativity, and entrepreneurial spirit among young individuals and provide them with the opportunity to develop and present their business ideas as if seeking investment, similar to the format of Shark Tank. The contest aims to inspire and empower participants to conceptualize viable business models and potentially bring their ideas to fruition.

Out-of-School Youth Reengagement Analysis in South Central PA

The South Central Workforce Investment Board (“SCPa Works”) is requesting quotes for an entity to conduct an analysis of re-engagement motivations, strategies, and gaps in service for the out-of-school youth population in South Central PA, utilizing WIOA funds. SCPa Works seeks a qualified organization and/or individual to conduct qualitative research and interviews among the out-of-school youth population aged 18-24 who are unemployed, underemployed, or not engaged in post-secondary education. The objective of this project is to gather insights into the needs, challenges, and preferences of this demographic regarding workforce-related services. The findings will inform strategies to better connect with this population, identify effective outreach methods, and enhance engagement with workforce services, particularly through entities such as the PA CareerLink®. SCPa Works is interested in understanding what re-engagement strategies work when recruiting out-of-school youth for workforce services, as well as what services youth believe would be most valuable when engaging in programming. Therefore, entities may propose to conduct research with youth currently engaged in services as well as those who are not. This work will build upon previously conducted research related to out-of-school youth in the South Central PA area.

Targeted Outreach and Recruitment Services for Out-of-School Youth Populations in South Central PA

The South Central Workforce Investment Board (“SCPa Works”) is requesting quotes for qualified vendors or individuals to conduct targeted outreach and recruitment services aimed at engaging the out-of-school youth population aged 18-24, utilizing WIOA funds. The objective of this project is to identify and engage out-of-school youth in areas where they are most prominent, within Franklin, Cumberland, Adams, Perry, Juniata, Dauphin, Lebanon, and York Counties. The selected vendor will have the primary goal of conducting outreach to out-of-school youth for PA CareerLink® services.
