JOB TITLE:  Program Associate
DEPARTMENT: Partnership for Career Development (PCD)
REPORTS TO:  PCD Program Manager
LOCATION:  CAIU, 55 Miller St, Enola, PA
FLSA STATUS:  Non-Exempt/Hourly
SALARY RANGE:  30,000 – 32,000  annually
Full-time, One Year Temp to Permanent based on fund availability

The PCD is a division of the Southcentral Workforce Development Board (SCPa Works).  The PCD is an intermediary organization that develops and maintains a vibrant network of member schools/school districts, regional businesses, community organizations, and post-secondary institutions. The person who fills this position will be coordinating with all of the above organizations to organize student and educator career exploration events and must possess well-tuned and professional communication (written and oral) and organizational skills. This position requires an understanding of the Workforce Innovation and Opportunity Act and all policies, procedures, and regulations impacting and affecting the Act.


Bachelor’s degree preferred; 2 + years related experience. 

Skills and Abilities:

  • Position will require candidate to learn and understand issues and technical and specialized terminology relevant to existing national Workforce Innovation and Opportunity Act programs and other initiatives specific to PCD.
  • Professional knowledge, interpersonal, and written and oral communication skills. This includes professional email etiquette.
  • The individual must be a team player, be able to work and decide independently and establish and maintain effective working relationships with subordinates, supervisor, associates, outside agencies and general public.
  • Advanced computer literacy including MS Office (Word, Excel, Access, PowerPoint), Mail Merge skills, Microsoft Publisher, Adobe Professional.
  • Ability to learn and use a variety of applications and platforms.
  • Ability to develop professional, concise social media postings and web page development.
  • Able to grasp new concepts quickly and efficiently and apply them correctly.
  • High degree of discretion, judgment, and confidentiality.
  • Ability to effectively evaluate and interpret information and data.
  • Time management skills with the ability to prioritize diverse workloads to meet changing deadlines; organize and expedite the flow of work. Must have a sense of urgency.
  • Must be flexible and have a willingness to assist with projects outside of the scope of the general job description.
  • Data analytics skills a plus.
  • Valid Driver’s License and ability to travel off-site.
  • Background check and child abuse clearances required.
