On June 30, the Departments of Education, Labor, Health and Human Services, Agriculture, Housing and Urban Development released the final regulations for the Workforce Innovation and Opportunity Act (WIOA). These final rules reflect comments submitted from stakeholders across the county in the spring of 2015 in response to the Departments’ draft regulations released in early 2015.
The final regulations covering Titles I, III and the Joint Rule for Unified and Combined State Plans, Performance Accountability and the One-Stop System will be published in the Federal Register in the next few weeks and will be effective 60 days after this publication. The final regulations for State Vocational Rehabilitation programs and the Adult Education and Family Literacy Act (Title II) will be published in the July Federal Register.
The final regulations reflect input from stakeholders over the past year, including commitments from the various Departments to issue additional guidance to help states with a number of aspects of the new law including:
- implementing career pathways and sector partnerships;
- developing parameters for measuring effectiveness of engaging with employers; and
- mechanisms to incorporate co-enrollment between youth and adult services in Titles I and II.
SCPa Works, in partnership with other workforce development boards across the state, will carefully review and analyze these final rules as we continue to implement WIOA across our eight-county region.
